[A/S] Leaking black tank valve

My black tank valve lets a trickle of "water" out of it until the 
tank is about 1/4 full.  Then the valve seems to hold.  Just worn out?

Always makes the job of dumping tanks unpleasant because the outlet 
is filled with waste after a weekend of use.

In the event that I have to replace it, I've had the access cover 
below the valves removed while doing some work on the tank level 
monitors.  The valve body has 4 bolts on it but I can't tell what 
type of fitting is on the outlet of the tank and on the valve end of 
the waste dump pipe.  While I'm sure it's a nasty job to replace the 
valve, can someone explain how the whole thing is put together?  I 
realize that I will have to put an extension on the handle.

This is a 1979 International 31' center bath.
