First off ... Your roof top AC  to only uses the 12 volts to operate a 
relay to run the 120 volt air unit.
It sounds like you may have a pinched wire to metal grounding out and 
blowing your fuse.
This may be hard to find as one fuse on the 12 volt system runs a lot 
of lights and other things.
You will need the help of a tech that knows wiring and what to look for.

Your Swamp cooler only has a small fan motor in it to move air over the 
wet filter and a small pump
to keep the filter wet.
They work very well in dry areas.
