Thanks for the information and reference.  What I was looking for
was the wording that allowed tanks with unique valves that are
not being manufactured as replacements. I think the wording goes
something like this "the exception applies to farm tractor tanks and
other tanks with unique and/or unavailable replacement valves"???
It may be another exception other than 2.
