Empty weight is the "Tear" weight, it is the weight you subtract for 
the tank weight when you fill it.
The reason we all must get the new valves is that some over filled the 
tanks and now we all must pay for it. You should be able to get new 
valves installed for under $20 each.. Keep in mind that the aluminum 
tanks take a different dip tube than the steel tanks. I would guess 
you have 30 pound tanks, they will hold about 7 gal of propane each.
Consider that you can buy propane for $0.90 per gal we are getting 
ripped off big time every time we fill our tanks...
