IMHO the dumbest thing you can do is have traffic going at different speeds
in multiple lanes.  The difference in relative speed of vehicles is what
causes misjudgement and accidents.  If all vehicles were going at close to
the same speed, there would be lots more time to react.  Unless , of course,
the vehicle is not road worthy at that speed.  Thus, the California Highway
patrol (and other states too) should spend more effort getting the vehicles
certified for the speed for which the road was designed.

In Germany, where there are essentially no speed limits on the Autobahn,
SLOWER traffic MUST keep right. (or the police will be on your back in a
flash).  The accident rate on the Autobahn is much lower than in the US,
primarily because of the predictability of the surrounding traffic, and the
fast traffic is in the lane with the fast traffic while the slow traffic is
in the lane with the slow traffic.
