This means the trailer brakes were not working properly, not that the
tow vehicle was undersized. 

Unless, of course, the rig was going around a curve too fast. Still,
the Airstream should track the corner about as well as most tow vehicles.

The size of the tow vehicle comes into play more in the area of wear
and tear first with BF&A (brute force and awkwardness) methods to
overcome various problems that make handling (causing sway) more
difficult. Compensating for poor trailer braking is one area where
BF&A in the tow vehicle can add safety - but the better choice is to
make sure the trailer brakes are functioning properly.
