A significant amount of that could be driver incompetence.  Very few people 
know how to tow even the lightest loads safely.  I see it all the time on 
the freeway, going too fast, sudden moves, etc.  That does not count the 
mechanical problems from improper setup or bad maintenance.  I have spent 
years towing all sorts of things with all sorts of vehicles.  I do believe 
that anyone who tows anything should have an endorsement on the drivers 
license.

U-Hual announced a few weeks ago that they would no longer rent trailers 
when the tow vehicle is an Excursion.  Insurance claims were very high with 
those vehicles.
