This is not unheard of. In fact there were some seal failures on new axles 
about the time your coach was built. It is to late to claim warranty at 
this time however. The normal service interval of 12 months would have 
caught the problem in the warranty period.
One other, very important detail. Insure the new seals used are double lip 
seals. These are heavy duty and the only type Airstream uses. There is a 
cheaper single lip seal available that will significantly shorten the 
service interval on wheel bearing repacks.
