I have a 1985 Sovereign and the previous owner had the same problem.
When the repair was done, they used a 1/4" thick piece of aluminum that
was about 1/2" bigger than the mounting bracket. That was screwed to the
roof rib and then the bracket was screwed to the new plate. It seems to
have worked quite well. If you go for this option, I would also use one
of the high tech stick anything to anything adhesives between the skin
and the plate.
If you don't what to do something like that, a product that I have used
for a lot of years is JB Weld. You can fill the hole and after it is
cured it can be drilled and a tapping screw used to secure the bracket.
You can torque the screws to about 80-90% of the normal torque value. An
example I had an exhaust flange bolt hole stripped out on my old
Harley. I used JB Weld to fill the hole then tapped out a new bolt hole.
The bike is still running 10 years later and another 30k miles.
