Jack,
The only time you might have an issue is when you are
transmitting with the CB.  Sometime radios in close
proximity of each other may "spill over" signal.  For
example I wear a telephone headset at work.  Sometimes
truckers passing by will spill over into my headset as
they pass by my window.  When that happens I may hear
far in the background, some talking.  Same thing
happens with my tow vehicle radio when its on AM and a
trucker goes by talking on the CB.  Again maybe my AM
signal gets interrupted for a brief second with the
trucker's voice.  

The electronic reasons for spill or bleed over comes
form poorly engineered electronics, illegal power
modifications to CB's, or harmonics.  

Bottom line any interference with OnStar (if any)
would probably be brief and probably only when you are
transmitting as you speak.  

Buy the CB.
