[A/S] Hot Water

Please, need help.  I'm sure I saw something about this recently but "I
didn't need it".  Famous last words.

 ' 99   23 ft.Safari:  Very little hot water will come through the
faucets, all three. We have removed  the kitchen one expecting to see a ball
of mineral but it was clear. With the faucet removed, he put an air pump on
the hot water heater drain valve hoping to blow something through but only a
little water came(he had drained the Hot Water tank before applying the air
pressure). What is the little nylon washer like thing on the very front of
the 'pipe' that is part of the faucet? Do you have any idea of where we
might look next?  Would appreciate any ideas.
