We waited until we got to Fairbanks and actually read some of the coupons 
details at the grocery store customer service counter before shelling out 
our $99, But since some of the discounts actually start at Whitehorse (I 
think), you might want to get it before leaving. Caveat - it worked for us, 
maybe not for you. Read up on it before deciding. Lots of detail at their 
web page.

 From their "toursaver" page FAQ:

Q: Do I have to buy the Great Alaskan Toursaver before I get to Alaska?
A: It's a good idea to plan ahead for your trip to Alaska, particularly 
during the peak travel months of June, July and August. However, the Great 
Alaskan Toursaver also is available at all Carrs, Safeway and Eagle grocery 
stores throughout Alaska. Check at the Courtesy Booth.
