The bare wires ("Ground") go to one buss that should have the Green wire
from the cord connected and should itself be grounded to the chassis and/or
skin of the trailer.

The White wires ("Neutral") should be connected to another buss that should
have the White wire from the power cord connected also. It should NOT be
connected the the trailer's skin or chassis in any way.

The Neutral wire will be connected to ground back at the campground power
panel someplace.

The reason that you never, ever connect the Neutral to ground in your
trailer is in case of a mis-wired receptacle. When you plug into it, your
trailer skin will be "hot" and it's entirely possible to be electrocuted
when you grab the assist handle next to your door or touch the trailer
anyplace else.

I've personally plugged into miswired receptacles on more than one
occassion. A warning light in my trailer tells me of that condition, but
many others use a little test light from the h/w store to check a receptacle
BEFORE plugging in.
