[A/S] restoring electrical

I have almost finished re-wiring a Bambi.  I used 12-3 and have 
insulated all fixtures.  No grounds touch the skin.  I need advice 
at the plastic breaker box.  I plan to connect all bare grounds to 
one common bus and white wires to another.  Which one do I ground to 
the frame?  If I understand this right, it is the bare wires and the 
whites go to the house or campground grounds.
