Jack,
I had my 1978 Ambassador at Jackson Center last year for some work.  
While I was there I bought new tires from them and asked  about balancing 
not only the tires but the hub assembly, as I have heard should be done.  
They said that no balancing is neccessary on anything.  That ran contrary 
to what I have heard.  In fact they told me that they just take the wheels 
and tires down to the corner gas station to have them mounted.  To be 
safe I had my tires balanced anyway when I got home but have yet to find 
anyone local that can balance the hub assembly as well.
