Jack,
I'm wondering if it is just a cost cutting move.  It may be that they have 
had such good luck with their suppliers that they figure why balance when 
the tires may be replaced in 4-6 yrs. due to age rather than wear.  They may 
also figure that any subsequent damage done to the trailer does not outweigh 
the cost of manpower and lead wts. needed for the production runs.  I have 
received a bad B.F. Goodrich Radial All Terrain once as well as a bad Sears 
Diehard battery, etc. so why take a chance on a nice Airstream?
