Tim,
Not only do you need to balance them but make sure that the wheels go 
back in the same spot they came from in order to maintain the dynamic 
balance in the whole axle system.   A wheel out of balance can literally 
shake your trailer apart. You are not back there so you don't notice it. 
But you will sooner or later see broken rivets and seams beginning to 
open up. I can't  imagine someone recommending you not balance them. 
That's "penny wise and pound foolish," or some such old saying like that.
