The usual fix for buildup in the black tank involves filling it half-way,
dumping in a bag of ice cubes, then driving around the block a few times.
Pull up to the dump station and let 'er rip. Repeat if necessary.
As you're on a permanent campsite, you might buy one of those tank-cleaning
wands from Camping World, et. al. and give that a try. It might well take
several attempts. Before going out and buying something, you could try a
post-dump washdown with a 5-gallon bucket of water down the toilet
immediately after dumping. Probably more than once. Or, using an old water
hose, flush it with pressurized water.
FWIW: the usual method of empying the tank is to dump the contents, then
pour a bucket of water down the toilet while the dump valve is still open.
When we dump, I do the honors outside while my wife fills the toilet to the
brim. When I tell her that the flow is stopped outside (meaning that the
tank is empty), she flushes the toilet, putting a couple of gallons or so
through the system. She'll usually repeat the process, then look down the
Poop Chute to see if the bottom of the tank is visible.
Whatever you do, don't let this go any longer than necessary, and don't let
it dry out, or you might never get the tank clean.
