Certainly you need to have the wheels chocked when backing the drop 
bar into the hitch, or even pulling it out of the hitch.  The problem 
occurs, especially with newer hitches, when the paint on the drop bar 
binds in the hitch.  Coat the drop bar with wheel bearing grease and 
you won't need to "slam the hitch home" or have problems pulling it 
out of the hitch.

I coat both ends of my drop bar with wheel bearing grease.  When 
removing it from the truck, I cover it with a trash bag, pull it out 
by the overcenter ears, and lower it into a big, yellow Plano toolbox 
I picked up at Lowe's, bag and all.  Next time when I go to install 
it, it's still in the bag, and slides into the truck receiver easily.
