If it has peeling clearcoat, you can strip it with Bix Stripper availible at
Home Depot's.  It is a chemical stripper.  You wear rubber gloves and spray
it on the trailer in small 2 x 2 foot sections at a time.  Let it set a
couple of minutes and hose it off.

It will give the trailer an even look all around and get you one step closer
to polishing if you decide to.
