I tow my 74 30' International with an 89 Ford Crown Vic. It has the 
lower horse power engine, a tranny cooler but no other fancy techy 
stuff. I keep it well maintained and it has a new paint job which draws 
admiring comments. Must be the flames over the rear wheel wells. ;-)
I had my local A/S dealer do the set up of the hitch, which is a 
standard, one sway bar Reese hitch. It tows like one unit and once she's 
wound up, I have to keep checking the speedometer to see I'm not 
exceeding intergalactic speed limits.
I do feel passing semi's some times, but the worst vehicles are square 
fronted panel vans and cube vans. As a result I prefer to "two lane" for 
most of our  trips. I do enjoy the lack of competition on the two laners 
and you see a lot more of the country-side.
Certainly enough power to get you there, and I can keep up with the 
diesel pickups, if I want to. I've had it through the mountains on 
highway 30 in Pennsylvania and it had to work, but I never felt out of 
control. I will say however, that coming down some of those hills, with 
the brakes smelling  and lower gears working, I wondered if we were 
doing a safe thing.
So, if you're looking for an inexpensive first tow vehicle, try a heavy 
Ford with a full frame. I like the comfort and my dog likes the back 
seat-----the entire back seat. :-D
