Under the new law, the horizontal tanks are exempted and do not have to 
have the new valves. Also, under the new law, if there is not a replacement 
valve for your tank due to a special item (such as electrical connections 
for inside panel display), the tanks can also be filled without the new 
valve.  I am still using my old tank valves and getting fill ups without 
any problems.
