The short answer is: No.  The longer answer is that a CB antenna will
work for a cell phone as well as a Jeep CJ will work as a tow vehicle
for a 27' Airstream.  It will work but so poorly that it will be a waste
of time.

Antennas are very frequency dependent.  The cell phone frequency is so
much higher that it's very inefficient to use a CB antenna.

Speak English! Short question - can a CB ant. be used for a cell phone? 
I am usually able to "get" the tech stuff but in this case I am 
technically challenged!
