         I can't really tell you what the cheapest is, but we use a Sam's 
Club AT&T prepaid calling card at 3.7 cents/minute in the US (no odd or 
unexpected "fees" either).  We called Canada once, and concluded it's 
roughly three times as much to the area we called [Columbus, OH to 
Banf].  That might give you something for comparison.  I asked AT&T what 
the multiplier was, and was told that it depended on the call's destination 
in Canada.
