If you were to look at the back of the toilet assembly from the rear( through 
the rear acess door) you would see the spring that returns the foot lever to 
the up position. The spring, plate and the floor of the compartment is wet.  
It looks as though the water is coming from the flat plate the slides back 
and forth to seal the bowl from the black water tank.  Any ideas?
