Dick,
  MOST holding tank chemicals are benign as far as sewer systems go. You 
should avoid formaldehyde in any event because that screws up a septic 
tank. Many campgrounds use large septic tank systems and don't 
appreciate such chemicals. If you observe this, the contents of your 
black tank surely won't hurt your municipal treatment system. That's not 
to say that they'll allow you to dump into it, I can see where they'd be 
wary.
