hmmm
sounds like a chalking paint.  try wetting a diaper or piece of towel and
rubbing on an area that you can reach.  if you get white on the cloth, that is
your answer.  I should have thought that they would not have used a latex paint
or whatever.  an enamel at least.  best - the poly paint over an epoxy base or
primer.

let us know.  did not know that they were still painting the roofs white.  when
did they start that?  about mid 90s?
