Jim, I have a sailboat made out of steal.  I use a product from Pettit
called Trailercoat.  Here is what Pettit says about it:

Trailercoat is a bright silver-color urethane coating that forms a
moisture-proof barrier against rusting. It has excellent adhesion to rusty
steel surfaces and will penetrate and seal existing corrosion.

It is a very, very, penetrating paint.  In fact it binds so well to metal
that the metal can will become almost impossible to lift off the top once
the paint is spilled in the top lip.  Use a small sheet of plastic between
the top and the can once the can is opened.  Don't get it on your hand on
anything else you don't want painted, it won't come off.

I've used this product for years.  In fact I painted my rusted steal boat
cradle with it just to see how it would hold up.  That cradle stays out in
the boat yard all year long. It's been about 5 or 6 years since I painted
over it (cradle was, at that time about 20 years old).  So far no rust has
reappeared. Of course I also use it on rust spots on the boat, usually
without sandblasting.  Don't kid yourself, sandblasting is really the only
way to get rid of rust... however we keep on trying other ways :-)  I think
I've tried them all having owned a steal sailboat for almost 30 years.
