No... if the front is up the rear will drag more and vice versa.

What did your truck's receiver box measure to the ground at the top?

How many holes are unused between the spring bar pin and the screw 
jack pin (i.e. did you use the 5th hole up for 3 unused or 4th hole 
up for 2 unused)?

What's the condition of your tanks relative to the way you'll tow 
with them?  Full? Empty? (not somewhere in between where sloshing 
will try to induce sway and rock the trailer at every stop)  Would 
the trailer be more level if you emptied them all?  What about with a 
full fresh tank and empty grey/black?

There's quite a bit of difference in a 6" drop vs 8" drop (which is 
much more likely to have the hitch dragging).  Would 8" put the front 
of the trailer low?
