Thanks for the reply, Hunter.

As I understand it, the actual pointing of a transmitting
satellite antenna, such as on 2-way internet systems, cannot be
done legally by other than a licensed technician. The FCC is
concerned that you might point at a wrong satellite and interfere
with it.

Of course people can lie to the installing technician and then
move their trailer and point the antenna themselves, but
they are then technically illegal.

While it would be difficult and complicated (but not technically
impossible) for
the FCC to enforce this rule, a person who does it is still
breaking the law.

So what as a public forum do we do? 

Do we take the position that there are so many rules, regulations
and laws that one can't even take a crap without being in
violation of one of them, and then decide to ignore those that we
think we won't be caught at? Or do we advise people that doing
such and such is against the law, and you make your own decision
as to whether or not to do it.

If I have my facts wrong, I certainly stand to be corrected.
