Rusty,

My opinion and another subscriber's, who's on the road and can't post, is 
that you need professional help!  This is a very dangerous situation.

her/himself - they need to disconnect the shore power until they can provide 
grounded (with
GFCI) 30amp electrical service for the trailer, and find the electrical
fault in the trailer and fix it before they plug it in again!
