In this case the trailer was at it's storage lot.  The
jack base was extended in the down position which
means that I can't lower the trailer down on the ball
of the hitch.  All a bottle jack can do is raise the
trailer.  That's fine if the trailer was on the ball
and I couldn't extend the jack.  In my case it was
opposite.
