Yes, it's the vent pipe for the loo, the vented cap keeps
rain/leaves/bugs/pine needles from falling into it...

The replacement for it is quite inexpensive at your local rv parts place...
it simply presses into place, although i imagine one could drill a small
pilot hole and put a sheet-metal screw into the side to hold it in place.
