  If you're going to bolt the chains to the 'A' frame, you should get a 
purpose-made fitting that accepts a 1/2" bolt. The chains themselves 
should be 5/16" "proof" chain, not the hardware store variety.

The fitting I'm thinking of would be something like a 3/8" X 1 1/2" X 3" 
long flat piece, bent to about a 30 degree angle, with holes in each end 
for the bolt and chain, respectively.

It's easier to just weld the chains on; if you're not a pretty decent 
welder, get someone who IS to do the job. Half the job is upside-down, 
and that's not easy for someone who doesn't do it fairly regularly.
