Mark,
  You can get a "hotskin" condition if the neutral wire is bonded to the 
breaker box and then to the frame if you happen to plug into a 
receptacle that has the neutral and hot wires reversed. This is not at 
all unheard of, which is why the neutral buss bar is always "floated" in 
a trailer's breaker box. The GROUND connections (a seperate buss bar) 
should be connected to the breaker box and it in turn should be grounded 
to the trailer frame & body.
