Jim,
What you are feeling is heat rise in the hot water pipe.
As you know, heat rises and it does so in that pipe through the water.
The only solution to that problem is to put a "U-bend" somewhere in the
line. The idea is to have your water line (or a point in it) lower than
the outlet on the water heater.
This would pose a problem in cold temps as the water in that point would
freeze and burst the line.
I do not know a easier way around the laws of physics on this one.
