You are on the rite track. I had one this spring with same complaint. 
Whoever winterized it thought he had turned the bypass back, but in 
fact only got it part way. After closing it completly the problem was 
solved. He had only like warm water and when the pump came on it went 
cold. Path of least resistance.  Good luck Arnie
