You might have some air trapped in the hot water tank which is acting as a 
"pressure cushion" of sorts, upsetting the usual flow. Keep the HW tank 
pressurized for a few days (the air will be absorbed) and see if the 
problem goes away. If there is a way to actually bleed the air out, I don't 
know it.
