I haven't seen these type of pull off's but I would
be pretty leary about pulling into anything that would
either be considered part of the campground road, the
biggest issue here would be potentially being a hazard
or putting another camper in a tight spot where road
clearances or maneuvering for others could be
affected.

Personally since I am still working and have limited
travel time, I use campgrounds where I can get a
reservation.  This limits me to mostly commercial
parks and I do spend more $$$ but its no fun getting
to a park and finding it full.  

The other thing I would do if going to a first come
first served park is to consider my arrival time and
the chance of the park being full and have alternate
destinations in mind.  If If I'm late, I would
consider overnighting in alternate location rather
than take the chance in finding a full park. 

As far as I'm concerned its a matter of preparation. 
Maybe it takes the fun out of just wandering but
having an endpoint goal and alternatives makes my
travel less stressful.
