Harvey,

The object is to get the surface of the water down into the almost horizontal portion 
of the curved bottom of the tank so the frozen surface can creep up the sides without 
exerting lateral pressure.  Same concept as floating a round log or large beach ball 
in a swimming pool to minimize freeze damage.  I prefer to vacuum the water out with a 
thin hose through the drain  to keep ice from pressing against the ends of the tank, 
but I know I never get it all.
