Yes, they are adjusted by the rpm.  It can be a real tough job setting 
the governor on those things.  I have had mine worked on by an Onan 
Factory trained tech and it still doesn't work right.  You can try 
just adjusting the running rpm by using a voltage meter on a drop cord 
so you can see it as you work but don't adjust the governor if you can 
help it.  Then the fun begins.
