The alarm system probably doesn't draw too much from the battery, and a
small solar panel to float charge it would work OK.

There once was a car alarm that did just that.....a loud, verbal warning
that you were too close.  I think that Viper was the brand.  Any alarm shop
ought to be able to find one.
