Sorry, I have to disagree..... no one is telling the trucks to pull over and 
park, just not to make that ungoldly machine gun sound that "Jake" brakes 
make when going past residential homes.

Having lived next to I-40, I can tell you first hand how awful  that sound 
is....Fortunately most truck drivers are considerate enough not to use them 
near houses.  Everytime I saw one of those "no brake" signs, I understood 
completely.
