 Hi, I have been installing hitches on everything from a VW's to semi 
tractors for well over 35 years. In the early days, factory 
fabricated hitches didn't exist. We only bought a 12" long receiver 
and the rest of the hitch was gotten off the iron rack in the shop. 
I've not had a failure to this day. I have never heard that it was 
illegal to weld a hitch to a vehicle, HOWEVER it highly discourged,  
because  it is very easy for someone not familiar with the correct 
way to do it to create a hazard. NEVER WELD TO THE FRAME FLANGE. Only 
to the side rail and there is a rite and wrong way to do that. 
Trucking firms regularly shorten and stretch truck frames and that is 
a welding process. If you think welding a hitch to a truck frame may 
be a problem, wait untill you order a hitch from one of our 
nationally known hitch builders and find the attaching parts consist 
of two small bolts and two 1/4" pop rivets. That's the one I didn't 
install. Arnie
