I haven't heard this one before.  It does remind me of
keeping the fuel tank full in the automobiles though. 
Moisture condensing there can cause
problems....especially in the winter in the cold
climes where it can freeze up your fuel line.  

Keep in mind that an LP tank is never "full".  It
always has non liquid space when the liquid to gas
conversion goes on.
