Ed, how far, and over what types of roads, will you be towing the 22 ft. 
Airstream to get to its new temporary home?

How long will it set in its new home before you start towing?

If you are not going far, can travel at a slow speed, and will be leaving the 
trailer an extended period of time after it gets there, I might take a chance 
and tow it as is, assuming that the tires look good and the lights work.  
Also, the general appearance of the trailer will give you a "clue" as to the 
care the prior owner gave the trailer.  

If the trailer fails the "general appearance" test, then I would not be 
inclined to pull it even a short distance without doing the following:

The most prudent approach would be to install new tires, inspect and repack 
the wheel bearings, and make sure all your exterior lights work (brake, stop, 
and clearance).  You should also check the brakes and make any necessary 
repairs to make sure they are functioning properly.
