Look at http://www.por15.com/. I 
use POR15 on items like the frame or the floorboard in an old car. It 
stops rust by sealing out the air. And its very tough paint. Two 
drawbacks to its use are (1)
cleaning up what you get on your hands and (2) it needs to be protected 
from sunlight by a topcoat or out of the sun. So if you but some be sure 
to buy their POR15 solvent for cleanup.
