Lots of them exist. Check out the National Forests. The campgrounds tend to
be used much less than National Parks, they're cheaper, and often in just
astonishing places. Eldorado National Forest is really beautiful. Find out

If you belong to AAA (and it's worth the money for the maps and books) their
California camping book lists National Forest Service campgrounds.
