As I understand it, you don't  know whether the milky color is due to some 
remaining protective coat, or a discoloration/marring of the metal surface 
itself.

Do this test: get a simple electrical tester like a cheap digital VOM, 
ground one of the test leads to a section of the metal skin nearby the milk 
within a section that you know is bare, then touch the other electrode to 
the surface in the milky area. If the meter shows a low resistance you know 
that both electrodes are touching _bare_ _metal_ and you can forget about 
strippers.

If the milky area is bare metal, I would guess that you will have to work 
on some polishing technique to get it all the same color. I expect that 
polishing ot that _entire_ panel would be required to get the same surface 
everywhere on it, but don't know.
