Hunter may be right. You  may be trying to remove a layer of
oxidation instead of old clear coat. If you determine that it does
in fact have a finish on it, you can remove it with Aircraft finish
remover. Usually available at a store that sells auto finishes or
even an auto parts store.  It comes in gallons and aerosol cans. You
might try an aerosol can first. Its hot, carcinogenic, harmful to
the environment, and all those things. But its still around because
it works. Just be judicious with how you use it. The main thing is
to protect your self with gloves and good full eye protection. The
rest you can figure out. Let us know what happens.
